Reforming operational policies: a pathway to improving reproductive health programs

The paper discusses the nature of operational policies, stresses the important role they play in the continum form national laws to local services, and provides a framework for reform. It also provides evidenced-based examples of how operational policy analyses have illuminated the debilitating effects of such policies on reproductive health services in a number of countries, including Guatemala, Haiti, India, Jordan, Philippines, Romania and Ukraine.
